Please note – effective January 1, 2024 – the hours for Public Health Environmental Health will be:
Monday – Friday 8:00 am - 4:00 pm, closed for lunch from 11:30-12:30.

If you are proposing to build or remodel a food type operation such as a restaurant, grocery, or mobile food truck, or if building a new transient accommodation (hotel), state and local laws require you to submit a set of plans to the Health Department for approval 30 days prior to construction. The building department in your jurisdiction may also require plans to be submitted. This is the owner’s responsibility; Public Health does not forward on plans to them. The plan review process presents a unique opportunity to discuss and prepare a proper foundation that will allow the food type operation or transient accommodation to be successful, remain in compliance over time, and protect public health. Plan review is intended to ensure physical facilities and proposed operational processes are properly designed and sanitary practices implanted to serve their intended purposes and to ensure code compliance.

Frequently Asked Questions

The Ohio Administrative Code rule 3701-21-03 requires that the plans be acted upon by Public Health within 30 days after the date of receipt. Plans are reviewed in the order in which they are received. Generally, it takes 10-15 business days from the date of submission until plans are reviewed. If the plans meet state and local codes, a plan approval letter is issued. However, should the plans fail to provide enough information, or are not compliant with the appropriate codes, a rejection letter is issued. At that point, the plans are placed on hold, pending a response to correct or provide the needed information. Once the rejected plans have been corrected, reviewed, and shown compliant with the local and state codes, then a plan approval letter is issued.

All equipment must meet the applicable standards of the National Sanitation Foundation (NSF ®) or a recognized food service equipment testing company. All equipment must be of such material and so constructed and installed as to readily conform with Ohio Administrative Code rules 3701-21-04 to 3701-21-21.
